E1505 Cooling Issue

MY fan stopped working in my laptop. I ran the diagnostic the fan failed. I bought a new fan from dell. Started up my computer and ran diagnostics. Fan passed. However it failed the speed up test, it won't go higher then 1928 and is supposed to hit 4200 in the test. I have no idea what would be causing this? Maybe fan power supply? What next?

    How can I narrow down the problem so I know what needs to be replaced?

    If a new fan hasn't solved the problem, the only other component that can be faulty is the mainboard.  Unfortunately, as you will find out, it is an expensive one - about $400.

    If the fan is OK but won't speed up the way it's supposed to, there's something wrong with the fan controller (i.e., the system board).
