Error 0xc00000e9

I have an inspiron laptop.  Last week when I went to turn it on it came up with an error code: 0xc00000e9.  I then ran a diagnotic test and the error 2000-0142 came up.  It will not turn on no matter what I do so i cannot download anything to fix, nor can I backup my files.  What can I do?

    The hard drive has failed.  If the system still recognizes the drive (F2 at powerup to check), remove it and plug it into a 2.5" external case.  Attach to a working system - even if Windows won't load, you can likely recover some or all of your data files.  If that fails, you'll have to weigh the cost of data recovery against the value of the data;  figure on a minimum of about $700 for a basic restore attempt, and possibly much more depending on what's wrong with the drive.

    Once the backup is done:

    If the system is under warranty, call Dell with the error and they'll send a replacement drive.

    If the system is out of warranty, you'll need two things:

    A compatible replacement drive (if you need help choosing, we'll need the system model information), and

    The backup restore media you created when you received the system (if you did not prepare that, you will need to purchase a set of recovery media from Dell).

    My computer randomly (at least seemingly) froze a couple days ago. I had to manually restart my computer with the power button. After I restarted it, my computer would not get past the opening windows screen. It would usually just freeze and after a couple more trys, I was greeted with an error message that says:
    0xc00000e9
    Windows has has encountered a problem communicating with a device connected to your computer.
    0xc00000e9
    This error can be caused by unplugging a removable storage device such as an external USB drive while the device is in use, or by faulty hardware such as a hard drive or CD-ROM drive that is failing. Make sure any removable storage is properly connected and then restart your computer.

    If you continue to receive this error message, contact the hardware manufacturer.

    Info: An unexpected I/O error has occurrred.

    I then shut down my computer and made sure that everything was connected (HDD, CD Drive, etc.) was connected properly. However, nothing I have tried so far including startup repair has worked. I've searched around forums for a while now with no results.

    Any help or suggestions?
