I have just solved this issue, it is not Dell related but a Windows XP problem. Disabling Media Sense for TCP/IP the problem is solved.

Someone could think it is normal not to need an IP when you have no ethernet cable plugged in the NIC connector. But I use applications which connects one each other through TCP-IP and Virtual PC apps (so I can't use 127.0.0.1 work-around)

I wonder how I could keep my fixed ip when I'm not in a network to be able to ping myself. Of course I'm not using DHCP, the IP is fixed but it disapears from ipconfig in the moment I unplug the cable :(
