Open Network Connections (Start > Control Panel > Network and Internet Connections > Network Connections), right click on the wireless network icon and select "View available wireless connections". Choose the network you want to connect to then click on the "Connect" button. In most airports this will allow you to open a web browser and pay a fee to connect the network. In areas where there are free hotspots, it should allow you connect.
