The OptiPlex 760 is not supported for Win 10.  Win 7 is the last OS supported. 

This  not to say it won't work in Win 10, but there may be (will be) hardware devices that are not supported.  The version of Windows 10 is also an issue with older hardware.  As newer versions of Win 10 are released they support less and less older hardware.  

I had the PCI Simple Communications Controller error on an ASRock motherboard that was supported for Win 10. It never caused a problem.

Intel 4 series is old. circa 2008 (11 years old) for the old CORE2 processor.

I like only those that the PSU can be upgraded easy. (fit + adaptors)

I'm making it a point to reply to you on a DELL OPTIPLEX 760 using 64 Bit Microsoft Windows 10.  This Dell is now operating totally error free ~ except for my typos.

I didn't expect Windows 10 to be a 'Plug and Play' install from the start.  The only two errors in 'Device Manager' (after install) didn't bother me much ~ because ~ this 760 was still operational, not crashing and no blue screens of death either ~ from the first time Windows 10 booted up to now.

DELL does not make CPU, chips OR ANY other items like drives, cards and memory used in Dell computers.  DELL depends on vendors and manufactures to supply virtually ALL of the items that MAKE a "Dell". 

Those 'suppliers' also create upgrades and many software/firmware/flash and 'fixes' for their items ~ from Audio to WiFi.  AND, it's important to note that DELL is not the only buyer.

The IMPORTANT part to me is:  IF  "HP" (or any other manufacture) uses that same Intel Q43  (or CPU card/add/on etc) and  HP (or another company) HAS a WORKING/BETTER DRIVER for that same ITEM ~ why wouldn't  I TRY it to fix problems or upgrade?  Especially when that driver FIXES hardware errors and reports?  

I mean, if I was in Death Valley running out of gas and the ONLY gas station around was ARCO, but "I" only buy Chevron Gas... would I buy and 'install' that ARCO gas?  New and fresh drivers often fix a array of other problems too and sometimes make items work better by adding improved features.  Computer BIOS upgrades is a good example... 

Sure, at some point Microsoft (and DELL) must move on to new models and 'support' for older items end and I fully understand that.  Truth is the less they 'support' now (with fresh drivers in example) the more new stuff they sell. 

It's also important to note that other computer companies don't market scores of new models every year ~ like Dell.  I suspect these 'others' may demand more "support years" from board vendors (CPU, video etc) and this may be why newer/better drivers are often found for the same items elsewhere?  

You say why not buy something newer?  For me ~ my OPTIPLEX 760 was FUN and a challenge right out of the box!  Same with my 'other' Optiplex Systems and two more USFF are set to arrive Tuesday... The total cost: $54 including shipping for both... What FUN and ~ what's not to like?  Just add a SSD and be amazed!  

You also recommend something with a faster/newer/better "CPU", but hey... if I did, things would be just like now... 99.99% of the time my "760" is just waiting for new instructions ~ from me...  Why buy a Ferrari to be stuck in 8 mph traffic?  (For grins I just checked my CPU temp:  96 degrees... gee, it's running colder than me).
