Dell Optiplex 3020 GPU
Hi, i was wondering if the Colorful GTX 1650 would fit and work on a Dell Optiplex 3020 SFF?

JOcean is correct. not only is a low profile card required, it also needs to be a single slot width small heatsink card because the only PCIex16 slot on this mobo is right next to Dell psu. a card that has a bulky heatsink would not fit. thus the video he linked shows only gt1030 can fit.
you cannot install the gpu in the other pciex1 slot because it has a closed end.
your best option is to swap the sff mobo to a mATX case where you are no longer fettered by physical restriction of card size and where you are free to upgrade psu (using 24/4 pin adapter). such case swap is inexpensive and can save you headache.

The 1650 requires a minimum of a 400W PSU while your PSU is 255W. Also you need a low profile card. This video will give you more information on the GPU type and installation.
