As shown here, that code indicates a BIOS checksum failure. Dell recommends flashing to the newest BIOS but if you cannot start the system that may be a non starter. Try pulling the CMOS battery and leave it out of at least 15 minutes. Then reinstall the battery and try to boot again. You can try a BIOS recovery as described in this Dell support page. If none of this works you may be looking at a MB replacement.
Just one question. Before this started did you try to update the BIOS or possibly have a power outage in your area?
