The guide you linked is the setup guide for both the R620 and R720, so you have the instructions for enabling DPAT. You also state you have performed the steps without issue. What is wrong with the processor frequency? What issue are you having with DPAT?
DPAT is a feature that allows the iDRAC to control turbo mode to allow for lower latency. Businesses that prefer lower processor latency over raw processing will disable C states. DPAT is an alternative to disabling C states for businesses that need low latency processing.
How many cores do you have enabled? What are you expecting to see in the processor frequencies? What are you seeing in the processor frequencies?
The R620 and R720/720xd with the E5-2690 processors installed, support DPAT. I am not seeing the E5- 2667. Also when you are looking for the change from enabling. On the 2690 system, are you looking for a frequency change at idle, or are you loading the system to compare? I ask as the system in idle will not likely show much change.

Do you mean the core frequency will be changed (increased) when the system load increase after DPAT enabled?
No, DPAT will control turbo mode rather than allowing the operating system. DPAT sets the frequency at a certain rate based on how many cores are turned on.

What are you seeing in the frequencies in the operating system? Your frequencies should either be at idle or the preset value for the number of cores.
We would like to use DPAT on our systems and thinking how we can confirm performance benefit from enabling the DPAT.
What type of processing will you be performing?
DPAT is mainly designed for applications like high frequency trading. In that application response time or latency plays a large role. Even more so than raw processing power. It is more beneficial to disable C states and run the processor at a lower base clock that has a faster response time than to have C states turned on and have more latency because of the state transition delays.
This is how DPAT came about:
Customers needed really fast low latency processing. They were disabling C states to achieve this and not benefiting from the full processing power of the CPU. We added the DPAT feature so that businesses could use some of the additional processing that was not being utilized.
DPAT is really good for low latency processing. DPAT is better for power efficiency than just running at the base clock, but it is not as efficient as allowing all power states to function. You should only use DPAT if you prefer low latency processing over energy efficiency.
