iDRAC NTP is a licensed feature and it is available from iDRAC express license onwards. You are not seeing NTP feature on your iDRAC as you have Basic Management license.

I was having the same issue, but by following the guide linked in your post, I was successful in setting up NTP on my iDRAC8. I noticed in your screenshot, however, you're still viewing the 'Properties / Summary' page. No NTP information is displayed here. Only when I clicked on the 'Settings' tab did I finally see the Time Zone setting and NTP configuration. Make sure you've clicked over to the correct tab...
