I don't think so, at least not without a PCI-E extender cable and a separate chassis. Even the "founder's edition"/turbo cards at three slots wide. In a T7910, there's only one spot that a 3 wide card fits into. I think most of the Precision machines allow dual CPUs and the PCI-E slots are split between the two CPUs. This limits adjacent slots, so fitting two 3 slot wide cards in is a no-go. Interestingly, the 2 wide 3080 turbo cards might work. But they won't have NVLINK.
Most people thinking about dual 3090 cards are probably* wanting them for crypto-mining. My take is that individuals thinking that they'll make money mining are living in a dream world. There are large, well funded cryptomining centers that are doing this. They're better funded than the individual. They have special (ASIC) hardware that's more efficient than anything an individual can buy. They have full-time staff to optimize, maintain, and improve their setup. And they have economy of scale. So... IMHO, the return on investment is crypto-mining is negative, or minimal. I've seen some analyses that show a marginal return (some people suggest that you recovery your money for a card in 3 months, others suggest three years). Moreover, the crypto companies can make arbitrary decisions that drop the return (e.g. Ethereum going from PoW to PoS). And as more people are willing to do this it seems to me that the economics are going to decay further.
If you have 3090 cards and you were planning on mining, I'd sell them now to get a high return. In six months when there are so many ma an pa miners out there that it's impossible to make money, a lot of those cards are gonna hit the market as former miners limit their loss. My 2 cents, anyway.
*A friend of mine has on order a FOUR 3090 system with dual EYPC 7H12 cpus and 2 Tb of RAM. But he's using it to model double-strand breaks and mutations of DNA for cancer research. So not everyone's using these things for mining.
