Dell Precision T7610 x2 E5 2667 V2 cpu multiplier stuck at 33 when rendering

Hi every one. 

I own a T7610. I've upgraded the cpus to dual e5 2667 V2 xeon with 128Gb ram. After testing, the cpu multiplier is stucked at 33 intead of 40 when i render a work (cpu usage 80-100%).

I have the latest bios version, speedstep is enabled, i use windows 10 x64 pro

 

Is it normal? how to solve?

    Well I managed to fix it up! In bios I changed th fan speed to auto (I do not know why but it fixed it! ). 

     

    Then I had installed hwinfo64 because the #1 CPU was not cooled enough. The motherboard do not activate the CPU fans automatically. Hwinfo64 solved it.

    The turbo boost is NOT ACTIVE when you are using more than 1 core.

    base clock speed vs Turbo Boost speed

    top clock speed is for one core. If you’re running a program that only uses a single core, then you’ll get that full boost. But if you’re using all available cores they don’t all boost to that maximum speed.

    Turbo boost is marketing not guaranteed performance.
