I don't know about the 7670, but I tried Ugreen's GaN 100W charger on my 7540 and it didn't work on both USB-C Thunderbolt ports.
Charging works through the Dell P2723QE monitor's USB-C (90W) port.

It can, but the system ships with 180W or 240W adapters, so a 140 is going to charge more slowly (and won't run the system at full speed while doing so, if that's a consideration).
