I have Office XP pro, but I think it might be the same for 2003. A typical install does not install al the components. You can check by going to control panel, add/remove, click on the office program in the list, click change, click add or remove features. You will be able to see which components are set to run from your computer, which have not been installed, and you can then install the missing ones. You'll need the Office CD. On mine, under office tools, there is an item called 'organisation chart converter'. maybe that's what you want.
