A Partition is based on the discovered topology and is used to create a Root Cause. If topology is sufficient, RC will be a device. If not, RC may be the PartitionDown when all of the Partition Components are not reachable anymore.
E.g. in a partition with two directly connected devices, Smarts may not determine which of them is RC if both are Down and creates a PartitionDown as RC.
If a device is modeled in the topology, there must be a path in the actual network that connects the device to the management station. see also Chapter 'Partition' in 'IP COncept Guide'
