DVD drive not working and XP Code 19
I'm troubleshooting a Dell Latitude D600 with XP SP2 and a Philips DVD-RW
which came with the unit. Connecting a different drive has the same
error. The drive could boot up the machine without problem (IE it
doesn't seem to be a hardware issue).

Doing web searches, comes up with an issue with Roxio and
this Microsoft KB:

I removed the upper and lower filter lines and that did not help. I
removed Roxio Easy CD 5.3.4 SP8 which came with the machine... that did
not help. I reinstalled Roxio, that still did not help.
Any other ideas? Maybe I'm doing something out of order?

I have the D600, XP SP2, and a different DVD-RW drive, butsimilar problem. In the past, removing upper/lower filters worked, but this time I didn't have any! After spending lots of time with the registry and eliminating hardware as the problem, I noticed that the same key exists in ControlSet002 and in ControlSet003. Deleted the upper filter in both and rebooted. Seems to be working fine now.Remember to back up the registry before making changes.

I deleted the upper/lower filters in the added controlset-s as well. On Usenet someone had a reg script to delete the currentcontrolset listings, plus a few others. That also failed.So, the problem still exists... Any other ideas? FYI, it seems that I first get a secondary IDE bus error in device manager. Then, after I delete that device, it comes back fine and then I get the DVD drive code 19.

With my error code 39, I also got the same thing with a USB CD drive -- that was part of eliminating hardware as my problem. Deleting the upper/lower filters in the other controlsets worked for me.Not sure I can be of any help, but if I think of anything else, I'll post.FYI- attaching a USB cd drive causes the same error. The error code 19 says that there is a problem with the registry. I guess installing the OS over itself could help - but I'd rather see what else can be done first.

Try some seemingly random things like confirming the BIOS settings are correct, seeing if a BIOS update has been released, checking for Windows updates -- stuff like that.
Also, check the drive letter assignment. Right click "My Computer," choose "Manage," then choose "Disk Management." If the DVD drive shows up there, right click and change the drive letter. I use an external hard drive, several flash drives, an iPod, and connect to several network directories ... as a result, the drive designations sometimes get out of whack. With the iPod, I almost always have to go in and reassign the drive letter.

I've already removed and uninstalled the DVD DRIVE in Windows.
I've already removed the 2nd IDE in Windows as well.
2nd IDE reinstalls fine - the drive has the same code 19 error.
