Your hard drive has failed and will need to be replaced. If the system is under warranty, report the error to Dell and they'll ship a replacement drive.
If the system is out of warranty, you'll need a new, 2.5" 7 mm SATA notebook hard drive (or a solid state drive or hybrid drive if you're looking for more speed). Once you install the drive, you'll then need your recovery media or your backup image to reload the contents of the drive.
