Error Message: commonshell mcsheild dll

I had to do a system restore on my 560 inspiron. OS is Win 7

ever since I reinstalled windows, I keep getting this popup that says

COMMONSHELL.MCSHEILD.DLL

THE SPECIFIED RESOURCE LANGUAGE ID CANNOT BE FOUND........ETC.

any ideas how to remove this?

If this is still happening after uninstalling and reinstalling McAfee, contact their support techs.

I'm not understanding the sequence here. Did this happen after the System Restore, or after reinstalling Windows 7?

did system restore after a lightning strike damaged our PC. reinstalled windows and keep getting the pop ups now
