I would run Dell Diagnostics. F12 at bootup. to see what is causing it to be "very slow".
Perhaps comparing a laptop that old to newer ones makes it feel "very slow".
This unit is >7 years old and was a low end system when it was released. It won't run a modern OS very well.
If it has 2 GB of RAM installed and the Vista license is used, you may install the 32 bit version. Even then it will likely be excruciatingly slow and will heat up quite a bit.
Windows 7 and 8 have a lower footprint but the cost of a license isn't worth it on such poor hardware.
