Can't drag Desktop folders

I am suddenly unable to re-position folders on the desktop. I did a System Restore, to an earlier time -- but that didn't help. Tried Desktop Properties -- nothing there. Looked at Folder Properties -- nothing there either.
I can't drag a file, on the Desktop, and put it in a folder. Also can't drag a file and drop it in the Recycle bin (the file or folder just stays in its original location on the desktop).
Note that I CAN send a file or folder to the Recycle bin by right-clicking and selecting send-to Recycle bin ...
I also noticed something weird going on with MSKdetect, but not sure if this is related to the Desktop issue. Any ideas are greatly appreciated !!

    Try right clicking on desktop

    Click Arrange icons by

    Put a checkmark next to Show Desktop Icons

    Uncheck anything else.

    Thanks for your reply -- but I've already tried that. When I right-click on the desktop, then go to "Arrange Icons by ...", the only thing currently checked is "Show Desktop Icons" ... I've tried switching back and forth from "Auto Arrange"; Align to Grid", "Arrange by type", etc ....

    The files and folders on the Desktop seem pretty much "locked" in position ...

    Make sure "Lock Web items on desktop" is unchecked.

    If it already is, I don't know.

    I thought about that parameter too. It is not checked ...
