Error Message - Unsure What It Means

I have been having problems accessing programs.  I keep receiving the following message
Windows cannot access the specified device, path or file.  You may not have the appropriate permissions to access the item.
I do not know what this means or how to change the permissions.  Any help will be grateful.  The icons on some of my Office applications are missing, but I can still access the programs (I have no idea why it does that or what it means).  I have run a lot of scans, and nothing has come up.  I'm sure that the programs are accessible in safe mode, but I do not want to use it on my own, in case I make a mistake.
Thanks in advance for any help given.

    Try scanning in safe mode with your AV and avg anti spyware.

    I know about accessing safe mode.  It's the changing stuff in there.  I know it sounds weird, but I know that anything I do in there will affect the whole computer.  I ran all the scans in normal mode and nothing came up.  Could my computer be infected?

    Are saying you're not comfortable using safe moded?

    What I am saying is I can use safe mode, but I need someone to guide me through the process to ensure that I fix the problem properly.  For example, if I go into safe mode and change the permissions, I need someone to ask about each step.  I know that the instructions are self-explanatory on the Microsoft website in regards to changing the ownership (I read the document - http://support.microsoft.com/kb/308421).  It's just a little reassurance to make sure I do it properly.

    I see,but why go through changing permissions for no reason,why not scan in safe mode first with your AV and avg anti spyware.If its clean then proceed to other possible avenues.

    its possible that in normal mode there is a program that is blocking the software.
     
     if you are sure that  the shortcut that is on the desktop is for that specific software, it should have no problem

    All the shortcuts match up to the right programs.  I'll try anything to fix the computer, so if you advise that I run AVG in safe mode and see what happens, then I'll try it.  I cannot do it today, but I'll do it first thing tomorrow morning and get back to you with the results.  I will not do anything other than run AVG.
     
    Do you want me to run AVG or AVG AntiSpyware?  AVG won't run in normal mode, but AVG AntiSpyware works fine.  As I have a wireless router, I will not be able to use safe mode with networking, so I'll use just safe mode.  I'll have to update AVG AntiSpyware before I use safe mode.  I cannot update AVG because I cannot access in normal mode.

    You didn't mention this before,"AVG won't run in normal mode."
     
    Maybe this issue should be addressed first.Your AVG AV may be corrupt,try reinstalling.This link will explain.
     
     
     
    1. Download the latest AVG Free installation package from [ free.grisoft.com]
    2. Run the AVG Free install file
    3. Choose the Uninstall option and follow the setup wizard, when you get to the part to remove user settings, select it.
    4. Restart your computer then...
    5. Now reinstall AVG using the setup file you got in step 1 and update it.

    Sorry for not mentioning that before.  I tried that already and it will not let me uninstall.  It keeps saying permission denied with avgsvr.exe (I think that's right).
