HELP! Welcome Screen options not working

I want to switch my welcome screen options to the fast user switching screens, but everytime I try to change this setting a box appears saying "A recently installed program has disabled the Welcome Screen and Fast User Switching. To restore these features, you must uninstall the program. The following file name might help you identify the program that made the change: RtlGina2.dll"
I found this file, but it's an application extension that came with the computer, and I'd have to delete the whole program. Should I uninstall just this file? Is it safe? If not, what should I do?

What has happened is a logon screen edit has gone off base. Here is the fix:

See www.dougknox.com, Win XP Utilties, Fix Windows XP Logon. This utility will reset the registry to use the standard Windows GINA DLL file. 3rd party utilities are not compatible with the Welcome Screen and Fast User Switching.
