Did you purchase Jasc Paint Shop Pro when you ordered your computer?  If not then it was probably a 30 day trial program. After the trial period is over the program will no longer work. If you need a photo program Picasa 2 is a very nice free program.  You can learn more about Picasa 2 here.

It's 60 days and it can be found under Dell Picture Studio 3 on the Program menu. If you never opened it before, you should be still able to access it. Don't let it hijack your picture folder, however.
