I seem to be getting more of these nowadays. Most pages or sites pull up fairly quickly, but every now and then I get the "Internet Explorer Cannot Display The Web Page". Sometimes a second attempt will bring up the page. Some sites like Fox Sports with all its links and content is slow to load and scrolling is slow and jumpy.

Windows Vista in a XPS420 that is over four years old. Internet Explorer 9.  3.0 GB of RAM. Internet connection is through Qwest Broadband at 1.5 MB
CPU Usage bounces around mostly below 5 %  Physical Memory is 60%
Temp Files cleared at least weekly,  Defrag occurs at least once monthly.

Is IE 9 a dinosaur and should I kick up the connection speed another notch.
