Any time my "Local Area Connection" is enabled, I get this 'stuttering' in games and stuff. Every second or so at a set interval a frame displays a little longer than it should, completely ruining the smoothness of my games. It happens in everything, from games to screensavers to WMP fullscreen visualizations. I don't have any background programs running or anything and my drivers are up-to-date. I've had this problem awhile now and asked tech support, friends, and various religious icons for help but can't solve the problem. Someone PLEASE HELP!

I'm running Windows XP on a P4 2.53Ghz w/ 256MB DDRRAM and a GeForce 4 Ti4600. I can give more info if needed, just help me get rid of this problem...
