using dell dimension 3000, xp, home, sp2

lately when i open Ctrl-Atl-Del to stop or change a frozen screen and click 'task manager', the screen just goes blank (yet still light up) and nothing can be done from the keyboard or even the on/off switch in front of drive tower.  i have to unplug the computer and plug back in - start again from scratch. 

so please help me re configure windows explorer of whatever is causing the blank/inoperative screen after clicking task manager in 'windows security'.
