Windows ME screen Flashes
When booting or in the setup pages the screen is normal (100%) no missing pixels no display problems at all.
As soon as the Windows ME screen appears the entire display begins to flicker on and off. This happens in a Normal boot and in a Safe Mode boot. External monitors look fine with no flickering or flashing. The flashing is irregular, not periodic, but many times per minute. There is no relationship between the flashing and any motion of the computer or pressure on the various parts of the computer.
When booting from a CD such as the Dell Diagnostic disk the display is normal, no flashing at all.
All of the video diagnostics run 100% correct off of the Dell Diagnostic disk with no errors or defects, nor does the screen flash.
Also ran Dell OS update and ATi drivers with no change.

Model PP01L
Service tag: 7697L01
OS is Windows ME
This computer DID have a broken video cable but thanks to bacillus I was able to buy the part.
