I recently purchased 32 (2x16) GB DDR4 3200 - CT2K16G4SFRA32A. Knew going in that would not work at 3200 and expected them to downclock but planned on purchasing a new machine in the next 6 months and would repurpose them at that point.
However they are not downclocking. After inserting the 3200 RAM can access the BIOS, shows 32GB installed but lists the speed at 3200. After closing the BIOS windows states the system needs to be repaired with kernel missing or contains errors. After that system fails and goes into showing memory failure and won't boot. Switch back to the old RAM and works fine. Checked to make the BIOS was current, which it is.
This machine is a 9550 running an i7-6700HQ on a Dell 0N7TVV board
I did check this RAM in another 9550 and does downclock without issue. That one is running an i5-6300HQ on a Dell 0X2P13 board
Open to ideas on what might be preventing it from downthrolling.
Same outcome for all combinations, BIOS shows one DIMM installed running at 3200 and fails to boot. My best guess is the RAM itself is fine and the issue lies with the CPU or the board not being able to or recognizing it needs to downclock.
The 3200 RAM works in the following and does downclock:
XPS 9550 i5-6300HQ on a Dell 0X2P13 board
Latitude 5590 i7-8650U
The in question 9550 i7-6700HQ is able to downclock 32 (2x16)GB 2400. But is still not able to downclock 3200

Will either module work by itself in one or the other socket?
Try one at a time in each socket until you isolate the bad module (or the bad socket).
