Test mode means the system does not have a valid Windows license.
Dell systems that ship from Dell with Windows (bear in mind that's not all systems -- there are markets where Windows is an option, not standard -- and some systems ship with Linux) have a license key embedded into the system board.
If the system was purchased other than from Dell directly, contact your seller for an explanation. If the purchase was made with Windows explicitly included, have them provide you a license key or return the system for a refund.
