What are the ramifications of a turtle switch failing or a turtle inter-rack connection failing in a multi-rack ECS system?

Back-end communication in relation to xdoctor, ssh between racks on nan interface and such. But data path is perfectly intact, as is the mgmt access of the ECS. So there are no customer facing issues with this.
