Download the drivers direct from the Nvidia site. Enable G-Mode by pressing fn + F9 key. Use a program like HWinfo to monitor GPU activity.

I've got the same specs as OP and I'm lagging on games that are not even cpu and gpu intensive. I've got the lastest drivers NVidia drviers, set it to ultra performance In Dell power, still with the same issues. Feels like either the CPU or GPU are bottlenecked.

Nothing will be bottlenecked on this system. The CPU is already overpowered for the dedicated GPU. Latest BIOS downloaded? There's a new 1.4.0 version released yesterday that pushes 15W more boost to the GPU. However, I can confirm this has had no effect to my RTX 3050.

Try running 3DMark. See if it happens during the benchmark. Also try different games. It may be the games thats at fault and needs patching. Or Nvidia needs to release new drivers to fix these problems.

Also try going into the BIOS and turn off hybrid graphics.

Already upgraded to the the latest 1.5.0 bios still same performance issues and my rtx 3060 is still locked at 90w so no enhancement from the firmware update. Also hybrid graphics or switch able graphics is not an option in the bios settings

try to look at power profile in dell powermanager and alienwarecenter

I putted mine in coolest and doing so my 3060 iis stuck to 45w

when put back to default/optimised it reached 115w on witcher 3 

What helped me was the preinstalled "Dell Power Manager" application. "Thermal management" tab. My setting was "Optimized" and apparently that is the problem, because about every minute for several seconds it tried to decrease heating/processing power which caused terrible slowdowns in 3D games. So, my solution is to set it to "Ultra Performance" setting whenever I am about to play a 3D game

Right, this was my initial go to when I started playing, it definitely helped but still lagged. My other attempt to help the issue was going to the Nvidia control panel and choosing the highest setting specific to the game I was playing, choosing 'perfer maximum performance' and ultra low latency mode. I ended turning off low latency mode however because it seemed to cause random lag spikes.

Hopefully, I don't have a defective unit. I wonder if the bios has anything to do with the laptops under performance because I know there is a good amount of power saving features at a glance.

Anyways, I've yet to try other possible fixes as recommended by Dell

I feel like this is a bios issue. Control was running fine for me, now I try with Destiny 2, FF14, and BL3 with multiple lag spikes and no solution.
