First check flight mode is disabled wifi cannot work while flight mode is enabled when this is done click the wifi icon in the taskbar near the clock choose your network from the list provide the password if asked and click connect.
There might be a hotkey combination which disables wifi in that case it won't work look in your product manual i can't tell you this as "inspiron 15 3000 series" is a complete product line not a model number.
