I get the same thing 1064 on default. I bought aftermarket memory though that is 1600 and I'm runnin it at 1900 so mine says 1064   1900    1900. So I think your good.

I got mine with the 1333mhz but it shows up as the 1280.0 mhz as you can see from my screen shot... shouldnt it say 1333.0mhz like the guys who started this thread?? Chris M please help!!

By looking at the two screens, yours vs the other persons, their almost identical.  It is possible that your memory timings are off a little bit, did you check in that tab?  Its also possible that your RAM is of poor quality or you got a bad chip in there somewhere.. but I would check the timings, bump them up by 1 or something and see if that works.. it should tell you what the new speeds would be before applying the settings.. just be careful!

o.k. your cpu is overclocked to 3.2 so that is 160BClk x 20 multiplier. Your memory speed is going to be 160 x memeory multiplier which can be 6,8,10 or 12. So we get 160 x 8=1280 if you want 1333 memory you can downclock your cpu to 2.6=133x20   and memory is 1333x10=1333. Basically you got exactly what you paid for. You should read up on these settings and then have at your computer. Here;s some reading to help get you started.

Honestly I wouldn't worry about it as I doubt you would notice a big difference... It just sounds like your ram is running a little slower then stated and the clock speed (or whatever it is) is down by a point or two.  If you really dont feel comfortable messing with those settings (and I dont blame you) then I wouldn't touch them as you can risk burning out components.  You could call Dell and have them go through the settings with you... I believe Chris M stated they have a preset already done for the 'max' overclocking recommended.. you could see about that.. or wait for chris to reply...
