I have an optiplex GX 270. When I boot up I get a blue screen with the following message: STOP: c0000135 (Unable to locate component)

 

This application has failed to start because winsrv was not found. Re-installing the application may fix this problem.

 

I have tried reinstalling windows and it did not work. I am stumped!
