I'm using a Dell S3221QS monitor and ultra high speed HDMI cable with a Nvidia GeForce RTX 3070 graphics card. I couldn't enable HDR in Windows 10 or 11. HDR is listed as off in the display settings. When I click the option to turn it on, the screen shuts off of a second then comes back, and it still says off.
Dell HDR is a two step process. You have to first change the monitor Menu -Display Smart HDR to On. Then enable the Windows HD Color settings. When using the Windows desktop or any other non-HDR content like Windows Apps, browsers, standard YouTube, HDR should be Off. You only turn it On when viewing HDR movies or playing an HDR game.

Problem solved. I needed to update my graphics cards software.
