No, client connection license would not be checked. However, what you are doing here is actually reading (importing) data from server A to server B. It is not clear what license set (if any) your server B has and depending on that you may get two different answers. If this is empty standby server, you can make it empty again, scan data from server A and restore it. If this is not empty server then some sort of licenses are already there. I think both scanner and recover will work fine (first one tends to bypass nsrd so no license check there). As always, when it comes to restores, NW does not require license. This sounds pretty, but this is just half of the story... you do not need it for restricted backup environment. For example, if your license is expired and you wish to restore it this will work fine from server's storage node, but it won't work from remote storage node.

As for as I know there is no requirement of license for recovery.
