Delay during startup

My computer is a Dell XPS 8700 running under Windows 8.1.

My Internet connection consists of a cable modem and a wireless router.

When I turn on (or restart) my PC, it begins to start up as it should. Within a few seconds, the computer stops and the monitor goes into power-saving mode and remains blank for EXACTLY 2 minutes. Then the computer becomes active again and finishes starting up.

I then learned from the Web that 2 minutes happens to be the amount of time it takes for a modem or router to set itself up. In addition, I learned that something related to wireless routers called "WPS" also operates in terms of a 2 minute period of time. However, my understanding is that the 2 minute delay I've described should not occur every single time my PC is started up.

Is there any way to prevent this undesired 2 minute delay from happening during startup (assuming that the delay is modem or router related)?
