Inspiron 9100 modem problem.

It is the dreaded "No dial tone detected"!
 
I have a 9100, bought in June, this is the first time I have attempted to access the internet.
I have mainly been using it to write and design.
I have another PC that I use to access the internet, and that works fine, but the first time I use my new shiney laptop, no luck.
 
It doesn't appear to be the drivers, and there are no conflicts (and yes I am putting the cable into the right hole!). There is a clean and strong dial tone on the phone, and the other computer connects everytime at full speed.
 
This has been annoying me now for 2 days, but I am determined to find out if the modem is knackered or not.
 
Please help!

    use modem helper and then hyperterminal to check if its your modem or just your settings.

    to go to hyperterminal:

    Click Start

    Click Run

    Type HYPERTRM and press ENTER

    Type in the name of the connection (usually TEST)

    Click OK

    Delete the area code

    Type 800 in the area code box

    Type 4559038 in the phone number box

    Verify the correct modem is selected in the "Connect using:" box

    Click OK

    Verify the number and click Dial to connect.

    You should then see "Welcome to WildCat for Windows 95...." on the screen indicating a successful connection to our Modem Registration BBS

    >>if you see the reply then your modem is working as designed, you need to contact your isp. but if it still says no dial tone then you probably need to replace modem, check also the modem port on your laptop.

    I am also having problem with Robotics card modem with xjack connector.  Is the light supposed to be lit all the time if it is connected properly?  The light only comes on intermittently when I insert the card modem & connect the analog line.  Could there be a problem with the card modem or the phone line?  Or could the problem be with the Inspiron 9100?
