what is the model of your pc?  if you have 2gb ram on an XP machine and have not changed the virtual memory settings then you may have a spyware/malware problem.  when this happens, open Task Manager and Performance tab, and check your available physical memory.  What does it say?  Have you updated and scanned your system for malware?

so it looks like you have 1.5gb available ram when you get this message?  It would also help to screen capture the exact message you're getting.  Are you sure it's a real windows message and not some application (eg spyware) giving the message?  Is it only when you browse the net?  Or does it occur on a particular application?

MAke sure your NIS is up to date...NAV should have current definitions.  If you have SP2 delete all browsing history including temp internet files, cookies.  Run a full system scan.  Consider getting spywareblaster, spybot S&D, adaware SE (free downloads) and running at least one or two of them to see what comes up.

also try and run TrendMicro housecall online, and do a full system scan with it.  See what it says...

Ok I run the Trendmicro and it did find 9 different cookies that were bad cookies. I hope that this will take care of the problem.
I am going to get a free adware /spyware now. Thanks for your help

I wouldn't expect cookies to cause that, but if you post a screen shot of the message or exact wording that would help.
