slow connection speed

I have a Inspiron 9100 which works great until I get connected.  Then it is slower than dial-up, I mean slooow.  Any help would be greatly apprecdiated.

    Hi,

    Inspiron 9100,

    Intel Mobile P4 533MHz

    System Chipset Intel 865PE

    512 PC 2700

    Modem v92  56K MDC

    Video Type 64 bit hardware accellerated

    Display, TFT  WUXGA, WSXGA+; WXGA  15 in.

    I just rebooted and it took 50 minutes for the POST to run.......

    I hope you have some help for me.  The laptop works fine in all modes except internet explorer.  Sometimes the windows will pop up very quickly but not very often.  As I said before it is slower than dial-up.

    I am connected to Century Tel with t6heir Netopia Modem which I have changed twice so caln rule that out (hopefully). 

    I have run spyware programs, AVG and Ad-aware and found nothing.  Norton has never alerted to any virus.

    a post that long tends to indicate a hardware problem (though USB devices can also cause it to hang). press F12 at the dell screen and run the full set of diagnostics.

    I just ran the full diagnostics and  no errors were  indicated.  The problem has not changed.
