Inability to boot -- Incorrect BIOS password

Power went out, came back, and then my system started displaying this after the Dell logo

Type the system password and press

Even though I had no password on the system before, and I can't even go to Boot Menu with F12 or any other thing.

And the supposed default password "Dell" didn't work as well. 

Can I get some help please ?

I'm using a Dell Optiplex 760 on a Windows 7 Professional

    Near the main power connector on the system board is a jumper (blue, usually).  Power off, remove it, and power on.  That will clear the password.  You can then power off and replace the jumper where it started, and the system will be clear of the POP.
