Can't access setup

I have a PE 2650 server, no operating system installed. I boot the system, hit F2 to get into setup,
it goes thru processor detection, SCSI detection gets to Embedded Access controller
hit ctrl D to enter then "System halted" .  Any Ideas or suggestions.
Can't boot from cd or floppy either.

    Hi,
    I recoomend to remove all PCI cards. If the error persists, set the NVRAM_CLR jumper:
     
     
    If this isn't fixing too, you should check the PCI riser to motherborad connection for bent or broken/missing pins.

    Tried that. System told me to run setup, hit F2, runs thru all the detection process still
    ends at system halted.

    This sound like a real hardware problem because independent of a potential software error it should be always possible to enter the system BIOS while POST. Perhaps the motherboard or PCI riser card failed.
     
    Have you already tried to remove all external devices like keyboard, mouse, monitor, etc. during POST (Power On Self Test)? It's also not allowed to use the front and rear connectors of the PowerEdge 2650 at the same time. Do you see the message "Entering Setup" in the upper right corner after pressing F2?
