Can you give a little history; Was this server working?

If so; What was done on it around the time this issue started?

Such as any hardware added or removed.

That state of system board LEDs indicate: Waiting for the user to press the power button.

You indicated you already tried clear NVRAM like this I hope:

Clear NVRAM - there is a map under the lid to show the jumper location. Shut down,  Set jumper to the Clear position, power on and Post up to the jumper error, shut down and return jumper to original location.

Next try a flea power drain and check results:

drain flea power (shut down, disconnect power cables and Network cables, hold in power button 20 seconds with cords removed).  After flea power drain, system has to set for 3 minutes for DRAC to reset without any power plugged in, then plug in NIC and power but wait 2 minutes before power on to give DRAC time to initialize.

Do you have any error messages on the monitor during POST?

This is a new to me server so unaware of the history.  I've stripped it down to bare essentials per the manual minimum hardware required to POST and still getting this same result.  I forgot to mention that the heartbeat and power icons pulse on the front (like so https://imgur.com/13Mj9HR).

The server powers on as soon as power is applied so I don't actually push the power button.  But pushing it does nothing.

BTW, my NVRAM attempt followed the manual's (and yours) but my assumption is that since it never posts, it doesn't consider it complete.
