When placing a blank CD into drive, then trying to copying something to it, the message says the selected disk drive is not in use. Check to make sure a disc is inserted.
About DVD R/W - When placing a blank DVD R/W Disc into drive and click on my computer and on CD drive "E" a window opens up title CD drive E.
CD drive will play all CD's but when I place a new (Blank ) CD into drive and click on My Computer/CD Icon all I get is please insert disc into drive.
That is correct; a CD-ROM drive cannot read a blank disc. The GCR-8481B is a CD-ROM.
About the DVD:
The NEC ND 1100A is a DVD Burner and will only recognize blank DVD+R and DVD+RW discs. Are you using a DVD+RW media. There is a Firmware update for the 1100A. Look at the top of the Forum at a post by DELL-Stephen titled NEC ND-1100A and DVD+RW media.
With a CD-R in drive, I try to copy a folder to CD drive "D" a message appears "The selected disk drive is not in use". Check to make sure a disk is inserted.

receiving the correct response since the CD Drive can not
read a blank disc.
you are not receiving the correct response. It should
indicate the disc size.
