Problem With Computer Recognizing New HDD

2 Days Ago I brought a Western Digital "EIDE" Hard Drive 160gb for more space, and as a backup Harddrive for my Computer. I have a Dimesion 4700, that came with a 30 gb (it's Sata) HDD. I had to buy a Ultra ATA/133 PCI Add-On because I didn't have a slot open to connect the 40pin cable because of my Cd & DVD Drives.....Ok. So now that all of that is put together inside of my computer.
 
My computer does not even recognize that I have put the new Hard Drive in there (my main one is still in there. I just want a extra hard drive.) When I check the Disk Management I only see my 30gb hdd, and the Cd Rom Drives... I've read that I could check BIOS, but when I go in there
 
and look at the "devices" it looks similar to this
 
Device 0- (my 30gb harddrive)
Device 1-  NONE
Device 2- CD-Rom
Device 3- CD DVD-RW
 
My new hdd is hooked up, and I'm pretty lost what I could do. Could anyone please lend me some knowledge on this? I've contacted support for Western Digital, but they've yet to respond to my mail.
