My daughter works for Dell yet is not a tech, she shared to just hold down the power button for a REALLY long time, so I did, it "blinked" after a bit and then did turn off! I waited a while and had to hold the power button for several seconds to get it to turn back on. Now its back to normal, no more Restarting loop!
