Access to local Setting Folder

Anyone figured out how to access the users\whoever\ local settings folder? I am logged in as the default administrator , not a user with admin rights, and there are folders that I can not access.

In XP I could go to a users local settings folders and add or take away short cuts in the start menu. In Vista I do seem to have this access and I have been on this all day and it's driving me nuts. I can not access a users start menu.

Actually I see short cut arrows on the folders I want to access even after I selected to show hidden files and folders I still don't actually see the folders.I have played around with permissions and ownership still no luck.

I have just got to get a book on Vista. Too many changes from 2K/XP's administration options

Any help will be appreciated.

Thanks in advance.

( hey maybe that programmer guy whats his name "monguse" or something like that who started the thread 3/11/07 "Lack of Computer skills" can answer this one, he has an A.B.S. in computer science. this should be a piece of cake for him to figure out...)
