Cannot format new m.2 SSD with Win 10 in 3670

I cannot seem to be able to format and install a new 500GB m.2 NVMe SSD in an empty 3670 (no other drives).  I use an original Win 10 USB stick. I get to the point where I partition and format the SSD and it says I cannot format drive 0, partition 1. No explanation. I have tried three different NEW SSDs and the same thing happens. I had previously just loaded the latest BIOS for the 3670.

I also took one of the SSDs and put it into a USB carrier. I plugged it in to a different PC (XPS8700) and Windows told me I needed to format it. It formatted fine as a 500GB drive. I left it plugged in came back an hour later and I get a message that the USB device was not recognized. I unplug the USB, plug it back in and it's working again. I am at a complete loss how to get past the partition and format issue on the 3670 to reload Windows.
