Extremely Slow Boot/Running Even After Format

I was called over by my neighbor to help them fix their computer since they don't know much about them but I was stumped..
When I got over there and turned it on I received a blue screen upon boot saying it could not find something, even when I was booting in safe mode with or without networking.
Unfortunatly I dont recall what the error said.
However, I reformatted the system and it took about 8 hours to install windows. I have no clue whats wrong it is still extremely slow upon boot and while opening processes... Takes about 10-15 minutes to boot alone.
I thought the HD may be going bad so I brought it over and put it in my computer and it starts and runs great. I tested the IDE cable and it works fine aswell...
I dont really know how I can eliminate out what else it could/could not be.
I am not sure if it is hardware or software, I was thinking it could be the IDE connector on the motherboard.
 
Any help is greatly appriciated.

    Erm... I beleive it is a Dem 4300 with Win XP
    I dont know much about the system since it my neighbors and I cant get the thing to boot properly to see much.
    Once it does boot it's still very slow.

    What computer and what operating system, for starters?
