msconfig

I used to be able to disable all start up programs in msconfig and reboot so i could trouble shoot problems. now when i do that most items get rechecked when i reboot.
How do i keep all items unchecked?

    Viruses, trojans, worms, and some spyware can do this.  Have you checked your system for such parasites?

    Yes I have checked with many spyware and virus scanners.
    My system is clean.
