Network Connections Folder Is Empty

In Control Panel-Network Connections is blank.  Previously showed Dial-up Connection and LAN Connection with the Status of each.  When I try to open, a window appears,"Network Connections Folder was unable to retrieve list of Network Adapters on your machine.  Make sure Network Connections Service is enabled and running."

To enable, I go to Control Panel-Administrative Tools-Services(local)-Network Connections - Attempted to start service and get Error Message 193:oxc1, "Could not start Network Services on Local Computer".

Windows Firewall is also disabled.  In Control Panel-Windows Firewall, when tryng to enable, a window appears, "Windows Firewall settings can not be displayed because associated service is not running.  Do you want to start the Windows Firewall/Internet Connections Sharing (ICS) Service? (YES)  Window appears, "Windows can not start the Windows Firewall/Internet Connections Sharing Service.

Can anyone tell me how to correct whatever problem is causing this condition?

DoubleDaffy, thanks for the tip.  Posted my problem last night and Volcano11 was on line and I got almost an instant reply.  Haven't tried his suggestions yet.
